What are the Culture Parks?
The culture park is an instrument of area development and valorization, useful for characterizing the territory in a tourist way. Starting from its historical, cultural and environmental heritage through its human resources and their training, the culture park aims at the safeguard of the territory’s cultural patrimony and fosters the cultural growth and social cohesion chances of the inhabitants. The project intends to valorize and promote the events, traditions, products, historical, natural and cultural resources, already existing on the territory, in an integrated and systemic way. Furthermore, it plans to organize new touristy attractive activities, in order to create social, economic and professional opportunities for the local operators and young generations.
The project
IAL Emilia Romagna – Modena and Reggio Emilia Area, in 2004 has concluded a research about the semantic definition of Culture Park and its practicability in Appennino modenese. “Parchi di Cultura; un’idea per il turismo in Appennino” (“Culture Parks; an idea for the tourism in Appennino”), the publication realized on the basis of the research contents, has allowed to plan and implement an analysis model and a starting up of empirical paths of planning/programming/activation of “cultural parks”, through a development and sustainability plan. Thanks to this research, IAL Emilia Romagna, in the ambit of the project “Appennino Modenese Lab, second edition”, has got a financial benefit from the Vocational Training Councillorship of the Province of Modena, in order to carry out the integrated project “The Culture Parks: from the idea to the realization”, an instrument of area development and valorization (see the web-site section What are the Culture Parks?).
The project has foreseen some stages, which have been developed in October 2004 and December 2005.
They concern the spread and sharing of the planning idea and contextual activation of the net constituted by the private and public operators interested in the implementation of the Culture Parks. Moreover, these phases regard the organization, management and enhancement of the tourist products and events, and their promotion through a communication action (based on the production of means of communication and a thematized and targeted marketing action). The final reckoned step is about an evaluation of the impact made by this cultural proposal on the social and economic aspects of the territory.
In every action realized, the project staff has been supported by a team of young people coming from Appennino modenese for setting out on a method of on-the-job training. Various formative and accompanying sections have been foreseen also for the operators joining the project (i.e. technical aspects such as restoration and hospitality, or organizational ones such as the relation and integration of the tourist and cultural events).
Presentation of the Culture Parks
As said above, the project “Culture Parks: an idea for the future of Appennino” means to value and promote events and tourist products in an integrated and systematic way. So, it has been enhancing tourist events and products, which are already set in the Appennino area, and, at the same time, it has been presenting new activities, in order to harmonize and enrich the offer. Furthermore, the project aims to create new professional and work opportunities for the local operators and young people.
This part of the site describes in a particularized way the project “Culture Parks”, from whom “Parco del Medioevo” (Middle Ages Park) and “Parco dei Luoghi dell’Anima” (Places of the Soul Park) are born. For a good comprehension of the structure and complexity of the project, it is necessary to present some important guidelines, which must be taken into consideration by the research and the following process of start up:
- a clear scientific model, which is an element of evaluation, planning and understanding of the “Park”, suitable for other territories (see the sections “Referring theoretical model” and “Guidelines for the Culture Parks construction”);
- the ability to identify tourist subjects, events and products, which already exist or have to be created. The choice of the tourist attractions is made by the local administrators and other significant actors of the civil society in the Appennino area;
- the privilege of an integrated approach among all the great elements of the park and of the involved area: environment, culture, food and wine traditions;
- the use of a participated modality as central strategy for supporting the “park” (the co-planning with the public and private subjects of the territory working in the field of tourism and cultural promotion: public administrations, tourist operators, schools, young people, cultural associations and groups, etc...);
- the indispensable presence of some unemployed young people of Appennino, who are interested in coordinating the activities and operators of the “park”;
- the willingness of public and private subjects, essential for supporting the proposal and fostering the coherence and quality of its tourist offers.
The project aims to apply the guidelines described above through some phases, which have been developed from October 2004 to December 2005:
- diffusion and sharing of the project idea: starting up of a net of operators interested in the realization of the Park. This part represented the more consistent and stark beginning effort, and consisted of the following actions:
- presentation of the project to all the public operators of the Appennino Modenese and other subjects, such as the Diocese of Modena.
- awakening of many tourist/reception operators working in the Appennino Modenese area.
- Selezione e attivazione del team di giovani interessati alla realizzazione del Parco; per quanto concerne questa fase del progetto, si è provveduto a sollecitare tutti gli interlocutori pubblici aderenti, affinché potessero indicare persone potenzialmente idonee e interessate a questa opportunità formativa. Ciò ha permesso di ricevere la candidatura di 15 giovani residenti nell’Appennino modenese.
- 2Selection and activation of a team of young people interested in the Park realization. All the public supporting subjects have been asked to individuate a group of qualified people interested in this training opportunity. This action allowed to get the nomination of 15 young people living in the Appennino area.
- Planning of the operative part of the project with the participation of the selected young people. Thanks to the important support of the public and private members of the project, it was possible to chose all the events, resources and opportunities that every member wanted to fill in the “Culture Parks” and create a calendar of interesting tourist and cultural offers, which are suitable with the main themes of the two different Parks (Middle Ages and Places of the Soul Parks).
- Organization, management and enhancement of the tourist products and events of the Park.
- Communication and promotion of the Parks. The project “Culture Parks” has foreseen an economic endowment oriented to the creation of the first and basic promotional medias for this two new tourist products: thematic maps and web sites (www.parchidicultura.it; www.parcomedioevo.it; www.parcoluoghidellanima.it). These instruments have to be seen as the start of the communication and marketing activity, focused on the consolidation and improvement of the Parks image and their power of involvement of an even wider and more complex target.
- Consideration about the economical, social and vocational results of the project. The last part of the activity means to propose a polycentric and pluralistic evaluation of the effects in the Appennino area thanks to the creation of the Parks (Middle Ages and Places of the Soul Parks). This process of judgement, which is a well known and tested format, already described in the business plan of this study, is based on the following simple elements, considered also in the previous project parts:
- persons and perspectives of evaluation (for whom?) = for the targets considered by the project “Culture Parks”;
- evaluation goals (why?) = economical and social effects of the project, coherence with the policies for the territorial development, specialization of the tourist offer, environmental impacts of the project , etc.
- Evaluation objects (what?) = analysis of the strong and weak points of the experience, export possibilities of the project model and its experimentation, professional development of the tourist operators, accordance with the policies for the territorial development, creation of new job opportunities, visitors streams, wideness of the communication plan etc..
- Ways, means and techniques of evaluation (how?) = involvement of the project operators and addressees and evaluation.
Before defining the model of Culture Park, it is important to say that:
- the project is based on real and concrete resources and wants to rise in value the offers, products and events already set in the Appennino area (chapt. 2 and chapt.3. of the publication). The project cannot be realized without the participation of public administrations, operators and young people of the territory. The final goal of the project is not a creation ex-novo, but the improvement and management of what already exists, together with new ideas. For example, tourist events organized by the local communities every year will be promoted thanks to unusual media and information means. Furthermore, this creative effort will be addressed to the needs of the territorial communities, for favouring, in particular, the more unknown and disadvantaged places of the Appennino area.
- The project extension is experimental and limited, for instance, as the thematic coherence that typifies the project is concerned. In fact, the organization and management of the products and tourist events are strictly linked to a shared idea and cultural tradition of the territory. The proposal means to create relations and reciprocity with the existing and successful tourist offers of the Appennino Modenese, in order to extend the tourist season.
- The project intends to integrate and coordinate the different territorial areas and the various productive sectors, which influence the social and economical development; this can be done by relating the institutional and economical subjects, with the support of a concrete, progressively shared, and tested plan. The initiative does not have political or social ambitions, but attributes an ethic and operative value to the negotiated planning. It is often possible to reach an agreement about concrete things of common interest, and in this direction, diversity means enrichment. The project “Culture Parks” wants to smooth out personalisms and surpass localisms.
- The proposal is strongly based on the implementation of the planned activities and intends to create agreement through the passion of the individuals and organizations. For this reason, it is extremely important to clear and spread the final social-economical results, so that the possible positive effects in terms of efficiency and efficacy could foster a progressive sustainability.
- The area development is the most important concept for interpreting this activity. The theoretical study and the scientific structure mean to offer an incentive to reflect about this matter, and supply concrete steps for a possible verification and reapplication of the project in other contexts.
- Another goal of the project is the experimentation of a new training system by using educational functions as a support for the different social, economics, professional and cultural fields on which the society is organised. In this way, it is possible to avoid some of the more frequent errors of many training organizations, which risk to be too self-referential and limited by a too technical and bureaucratic system. On the contrary, this system has to be open to reality and to people and job world needs. So, the education agency becomes an instrument of territorial and social development and can represent a driving force for the social and economical growth.
- Lastly, this planning proposal may be difficult and risky because of the uncertainty about the results, the goals complexity, and the many success factors that have to be realized. At the same time, those risky aspects could be considered as important motivations for a useful and meaningful experience.
